Photoshop why is transform greyed out

Adobe Photoshop Family. Yesterday it worked now it does not. I trying to use "Transform" to change the skewdness in a jpg file. When I open edit the "Transform" is inactive ie it is light grey I have found no obvious help on the site.

James, silly question but is the layer you're trying to transformed, locked. Hey James, I don't believe you can transform a flattened file JPG, in your case until you make a selection. Once you make a selection, maybe select all, transform should become available.
